WAMP + DRUPAL

Develop your Website on your desktop with a local version of Drupal using a WAMP. WAMP is an acronym for the web server package of the operating system (Windows), Apache, MySQL and PHP (or Perl or Python). A local version of WAMP will allow you to develop your website, themes, and modules while working offline.

For extra ease, try using the Web Developer Server Suite which is integrated with Drupal, Java, and a variety of other powerful programs.
